U.S. MARKETS — OCTOBER 19 RELEASE

Builder confidence falls to a 14-year low

Confidence among U.S. single-family home builders fell three points to 29 in October, the lowest reading since June 2012. The NAHB/Wells Fargo Housing Market Index, released October 19, also showed prospective-buyer traffic dropping five points to 18.

Price concessions are widespread: 43% of surveyed builders cut prices, the highest share in the 2020–2026 period, and 65% used sales incentives. The average price reduction was 6%. NAHB attributes the deterioration to rising mortgage rates and costs, alongside affordability pressures.

Regional three-month averages also declined: Northeast 38, Midwest 40, South 30 and West 26. These are survey measures of builder perceptions; they do not measure lumber orders or completed housing starts.

FBS perspective: A blanket discount gives up margin even on orders that would have arrived at the original price. A lumber seller can instead test a targeted offer with a few accounts that generate substantial contribution, then measure additional contribution after freight and handling against the margin surrendered. The useful feedback is profitable order conversion, rather than volume alone.

U.S. PAPER MARKETS — OCTOBER 19 RELEASE

Printing-writing paper shipments fall 9% in September

The American Forest & Paper Association reported October 19 that September printing-writing paper shipments were 9% below September 2025. Inventories declined 6% from August 2026.

The release also reports a 6% year-over-year increase in U.S. purchases for August. That purchasing figure covers a different month from the September shipment result. The public summary therefore provides separate signals on producer shipments, purchases and inventories, rather than a single same-month demand comparison. Detailed tables and historical data are available through the association’s paid report.

CANADA / U.S. — OCTOBER 19 EFFECTIVE DATE

Final lumber reviews establish new company-specific deposits

Commerce published final results of its 2024 Canadian softwood-lumber duty reviews on October 19. The antidumping review lists margins of 17.00% for Canfor, 4.71% for West Fraser, 13.13% for Resolute and 10.64% for the non-selected companies listed in that notice.

The separate countervailing-duty review lists 12.42% for Resolute, 15.31% for West Fraser and 14.11% for its listed non-selected companies. Each notice sets prospective cash-deposit requirements for covered entries from publication, subject to its producer/exporter coverage rules.

These are separate duty components with company-specific treatment, not one universal combined tariff. The review period is January–December 2024; the new prospective deposit requirements apply from October 19, 2026. The notices contain the controlling company lists and rules for firms outside this review.

Ntityix and Tolko pair tenure rights with a 15-year fibre customer

Westbank First Nation’s Ntityix Resources and Tolko announced an agreement to transfer Forest Licence A98912 to Ntityix, alongside a 15-year fibre-supply agreement. The announcement is dated October 14 and was posted by Ntityix October 15. The licence carries 52,100 cubic metres of allowable annual cut.

Ntityix would take responsibility for stewardship, operational planning, forest management and licence administration, while supplying Tolko from this licence and other Westbank tenures. Together, those tenures represent more than 115,000 cubic metres of allowable annual harvest. The supply agreement is automatically renewable under specified conditions.

The arrangement includes annual operating plans, cost benchmarking and joint improvement work. It remains subject to regulatory approvals and conditions under British Columbia’s Forest Act; the announcement does not establish a completed licence transfer.

NORTHEAST — MAINE / COMMUNITY APPLICATIONS

Mill communities can seek a place in a new revitalization pilot

Maine Development Foundation’s Thriving Community Model will select four rural communities affected by biomass or forest-products facility closures, or supply-chain disruptions. Announced October 8, the pilot runs 18–24 months and includes an assessment, leadership training and US$50,000 for a community project and/or customized technical assistance.

Eligibility covers affected communities in 13 designated counties, listed in the announcement. Municipalities below 5,000 residents and those without previous Northern Border Regional Commission funding receive priority. The program’s potential strategies include workforce retention, entrepreneurship and business expansion; it is community assistance rather than a direct equipment grant to a logging company.

An informational webinar is October 27, 2–3:30 p.m. Letters of interest are due November 13 at 5 p.m. The announcement links registration and the application form.

UNDER THE RADAR — MILL CAPACITY / OCTOBER 19 UPDATE

A quarterly map of the sawmill customer base

Forest Economic Advisors announced its third-quarter 2026 Sawmill Profiles on October 19. The subscription service tracks capacity and operating status at nearly 800 North American softwood sawmills, including tables of new mills, expansions, closures and temporary curtailments.

Its product description distinguishes productive from rated capacity, includes state and province summaries, and offers an optional GIS package. For log suppliers or investors evaluating a mill’s local customer base, those distinctions matter more than a company-wide capacity headline. The latest report requires subscriber access; the public page offers a sales contact for a sample and subscription information.
